Place of Performance: Hargeisa with expected travel to Garowe and Nairobi and travel beyond main towns to districts in Somaliland and Puntland

Contract Duration: 40 working days

OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The main objective of the assignment is to support the Ministry of Interior in Somaliland and Puntland, as well as the Inter-Ministerial Committees in Somaliland and Puntland, to conduct a participatory assessment and review of the implementation of the Decentralization Policies and Roadmaps and to develop concrete recommendations for the Roadmap implementation in line with the overall objectives of the Decentralization Policies

GENERAL FUNCTIONS

The Consultant will work closely with the Puntland and Somaliland Secretariats of the Inter-Ministerial Committees of Local Governments as well as the Ministries of Interior to facilitate dialogues around the implementation progress and challenges. Drawing on experiences and lessons learnt from IMC, MOI, Sector Ministries and Local Government as well as the SDM grant modality review and international best practice the Consultant is expected to produce a report which reflects:

§ Progress of the implementation of the Roadmap including timelines and sequencing of activities.

§ The implementation structure including oversight, direct implementation and coordination mechanisms.

§ Develop concrete recommendations to advance the implementation Policy and Roadmap the Consultant should design a schedule and methodology for consultation for all the relevant stakeholders, including but not limited to:

§ Representatives from the Ministry of Interior.

§ Representatives from the IMC Secretariat.

§ Representatives from the sector ministries involved in the IMC.

§ Representatives from the Ministry of Finance.

§ Representatives from Local Government; Administration and Councils.

§ Humanitarian agencies and other stakeholders involved in supporting the process of decentralization in Somaliland and Puntland.

Monitoring and Progress Controls

The Consultant is accountable to and will work under supervision of the Project Manager in close coordination with the team. Discussion of issues and challenges shall be done in a transparent manner, under the guidance of our client. A work plan for the consultancy will be developed and agreed to no later than three days after the start of the assignment. Evaluation of the contract will be made against the benchmarks and deliverables set for the assignment of the Consultant at the end of the contract duration.

Final Product/Deliverables

The Consultant will produce the following outputs:

§ Inception report including proposed methodology for consultation and work plan for the consultancy.

§ Meeting reports from consultations.

§ Final report containing:

o Review of progress (timeliness of implementation, quality of implementation etc.).

o Description and assessment of challenges (process, implementation structure, coordination mechanisms etc.).

o Recommendations for the Government.

o Recommendations for support from our client.

§ Presentation of the report to Technical Working Group and Programme Management Group.

§ Facilitate a validation workshop with Government stakeholders.

Review/Approval Time

The performance of the Consultant will be reviewed on a bi-weekly basis to approve outputs prior to the authorization of payments.

ESSENTIAL EXPERIENCE:

§ Advanced university degree in Public Administration, Public Finance, Development Administration, Policy Sciences, and Education together with at least 10 years of relevant experience in managing such institutional capacity building and training assignments in fragile/post conflict countries such as Somalia.

§ Sound understanding of the political and development context of Somalia.

§ Good understanding and proven record of analytical work on public service reform and policy, Government planning and budgeting processes (e.g., public expenditure management, Government accounting systems, amongst others), participatory local governance, community participation and capacity building.

§ Technical and professional expertise in designing, implementing and evaluating public sector reform programmes, especially on Government planning and budgeting, in post-conflict and fragile states.

§ Experience in working with State Governments within the context of current Somalia would be an advantage.

§ Demonstrated knowledge of Gender, HIV/AIDS and Human Rights issues and their application in public administration reform in conflict/post conflict situations and fragile states.

§ Knowledge and skills in technologies of instructions including online distance learning methodologies.

§ Excellent interpersonal, communication and reporting writing skills.

§ Displays cultural, gender, religion, race, nationality, age sensitivity and adaptability.

Language Requirements:

§ Excellent command of written and spoken English.

Other Information:

§ The Consultant will be required to have a personal laptop computer. Office space and security related communication equipment (VHF) will be provided by the client.

§ All travel related costs and DSA cost will be borne by the client and arranged under the client’s standard procedures.
